Before you commit the money, check what may be attached to it.
Before the PO screens the business decision in front of you—equipment, training, hiring, R&D, expansion, energy, exporting and more—against a maintained database of California, federal, utility and regional opportunities.
Start with the business event—not a giant grant list.
The program can exist and still be useless to you if you check too late.
Some opportunities depend on what you buy. Others depend on when you apply, where the facility is, which utility serves it, whether training has started, whether an expansion decision is still open, or whether an expense was pre-approved.
Money is fragmented
Tax agencies, workforce programs, utilities, federal programs, air districts and financing programs do not live in one clean manufacturer workflow.
Eligibility is fact-specific
A program that is valuable for one manufacturer may be irrelevant to the shop next door. The scanner narrows the field using your actual project facts.
“Before” matters
Some opportunities can be damaged by signing the PO, starting the training or incurring the expense before checking the rules.
A single equipment screen can be worth far more than the price of access.
California's manufacturing/R&D partial sales-and-use-tax exemption is one of the first equipment checks in the system. The directional screening math is qualifying purchase price × 3.9375%. Final treatment depends on the property, use and transaction facts.
These examples are screening calculations, not promises of savings. The administering agency and the actual transaction facts control eligibility.
Tell it what you're doing. Get a shorter list worth acting on.
Choose the decision
Buying equipment, training employees, hiring, expanding, doing R&D, cutting energy costs, buying fleet/off-road equipment, exporting or working with recycled materials.
Answer only the relevant questions
The scanner asks about the facts that matter for that project: timing, amount, utility, employee count, qualifying use, project status and other program-specific gates.
Get the action path
See strong and possible matches, current availability, directional value where responsibly calculable, hard-stop warnings, the next step and the official source.
Not every opportunity is a grant. That is the point.
The system screens for the broader set of financial opportunities that can affect a manufacturer's decision—including tax treatment, reimbursements, utility credits, vouchers, low-cost financing and targeted grant programs.
Equipment & facilities
Sales/use-tax treatment, depreciation, specialized equipment vouchers, plant investment and financing routes.
Workforce & growth
Training reimbursement, incumbent-worker funding, hiring credits, expansion incentives and utility economic-development rates.
R&D, energy & export
Research credits and deductions, energy programs, storage, demand response, export reimbursement and export financing.
Useful answers, not a pile of links.
A $343,000 qualifying purchase × 3.9375% produces a directional California manufacturing exemption screen of about $13,506, subject to the actual qualifying use and transaction.
Fourteen trainees × 64 hours × a $28 illustrative ETP fixed-fee rate produces a preliminary reimbursement basis of $25,088, subject to contract approval, wages, retention and program rules.
An approved $8,000 California STEP activity can screen to 75% reimbursement, or up to $6,000, if the activity and costs are approved and documented under current program rules.
Examples demonstrate the screening logic. They are not award quotes or tax advice.
A decision tool you can use before the next spend—not just a PDF you read once.
Run different projects as they come up. The system keeps the program layer separate from the scanner so current statuses, deadlines and new opportunities can be maintained over time.

Straight answers before you buy.
Is this a grant database?
No. A grant list is too narrow and usually too noisy. Before the PO screens a broader mix of tax incentives, reimbursements, utility programs, vouchers, financing options and targeted grants that may matter to a California manufacturer.
Does every manufacturer qualify for every program?
No. The scanner exists to reduce that problem. It uses your project facts to surface stronger and weaker matches instead of pretending every program applies to every company.
Does a “strong match” mean an agency has approved us?
No. It means the facts you entered line up strongly with the screen built from the current program record. The administering authority controls final eligibility, tax treatment, funding and approval.
What if I already bought the equipment or started the training?
Run the scan anyway, but timing can matter. The system flags programs where preapproval, an open decision or a pre-spend action is important. It will not assume retroactive eligibility.
Is this tax or legal advice?
No. It is a business-information and opportunity-screening product. For tax filings, legal conclusions, bond transactions or complex incentive agreements, use the result to prepare the opportunity and then confirm the final treatment with the appropriate professional or program administrator.
How current is the information?
Program records carry last-verified dates and different review cadences depending on how quickly they change. Limited-pool and deadline-driven programs need more frequent checks than stable statutory rules.
The best time to look for the incentive is before the decision becomes irreversible.
Run the project, see what survives the screen, and take the next step from the official source.
